The development of local area
agreements should consider issues raised by local ChangeUp plans
and consortia. Some areas have included in their LAA measures to
build up the capacity of the VCS.
Several areas have focused on increasing the VCS' capacity to
contract and deliver services. These include Suffolk's 'single
gateway' procurement model. The winners (Croydon and Birmingham) of
the
Beacon
to increase voluntary and community sector service delivery are
extremely good examples.
