With a new Conservative/Liberal Democrat coalition in power, the relationships between national and local government is changing rapidly. The identification of priorities and needs, the design, delivery and assessment of public services are all subject to change with the development of new government policies.

This part of NAVCA' ILPU Infobank brings together in one place a wide range of information around exisiting Local Area Agreements, which Phil Woolas MP, former Minister for Local Government and Community Cohesion, described as "the most significant change in local public service funding since World War Two".

But funding issues are only one aspect of the 'localisation' agenda, the devolution of decision-making powers from central to local government and local communities.


Leading on NI 6 & 7 - Community of Practice

The Improvement and Development Agency (IDeA) has an online Community of Practice for councillors, officers from local statutory bodies and their partners in the third sector who are leading on the delivery of national indicators 6 (participation in volunteering) and 7 (the environment for a thriving third sector). Members can access and share good practice, post questions and discuss solutions, link with colleagues and experts on third sector issues, share information on what works and what doesn't.

Shifting power to make decisions about local public services from Westminster to local areas.

Partnerships set up in every local authority area, to bring together representatives from the public, private and third sectors to decide local priorities.

An agreed set of local priorities and targets for an area negotiated between the LSP and the government.

The way progress towards and prospects for achieving LAA targets are measured.
