- A Provider's Guide to Procurement
SITRA and Communities and Local Government, June 2008
This guide, funded by the Department for Communities and Local Government, offers readers a step-by-step analysis of the procurement process and offers helpful suggestions, insights and case histories from organisations who have tendered for services. It is aimed at the supported housing sector, but contains useful and relevant information for all providers in the third sector.
- Equality guidance on procurement
IDeA has published practical guidance on ensuring that public procurement is consistent with good practice around equalities and diversity. This guidance covers the Equalities Bill, the procurement process and supporting supplier diversity. The webpages include useful links to a range of resources on related websites.
- Commissioning and the Community Sector
NAVCA, as part of a partnership of community sector organisations called 'Kindle', has published Commissioning and the Community Sector. The publication has been written for community sector organisations to help them better understand how local authority commissioners are working to improve outcomes for children, young people and families and how they can make themselves 'commissioning ready'
- 'Successful Commissioning: How to secure value for money through better financial relationships with third sector organisations' by the National Audit Office.
This 'definitive guide' for local commissioners contains details about the Compact, available funding models and guidance on streamlining monitoring and reporting requirements.
- The NHS commissioning environment: A guide for organisations in the third sector'
This is a handy guide published by the Department of Health for understanding NHS structures and an overview of how to engage with commissioning processes.

This Toolkit has been developed by the East London CVS Network to assist governing bodies (boards and committees) in understanding and exploring the implications of embracing the new contractual environment in the delivery of public services.

This is primarily aimed at smaller charities and those considering public service delivery for the first time. It includes legal requirements in relation to charity status and public service delivery, good practice and risk awareness issues. A useful overview for trustees.

A joint publication from NAVCA and NCVO.
The first comprehensive guide to procurement regulations written for voluntary organisations and community groups.
- Empowering the Voluntary Sector
The Empowering the Voluntary Sector project brings together the expertise of NAVCA, Compact Advocacy, based at NCVO, and the Public Law Project. This project offers advice, training and direct support around non compliance with the compact and breaches of public law.

- NAO Guidance: Intelligent Monitoring
National Audit Office
Practical guidance published by the National Audit Office, the Office of the Third Sector and HM Treasury around proportionate monitoring of voluntary sector services commissioned by the public sector.
The above expands on the guidance given in the National Audit Office Decision Support Tool 'Financial relationships with third sector organisations.' This provides guidance to funders around when it is appropriate to grant fund and when it is appropriate to contract.
