These two policy documents, recently published by Communities and
Local Government, suggest a tension in CLG's thinking between the
promotion of engagement with national and local government by
individual citizens on the one hand and by third sector
organisations (TSOs) on the other. This briefing seeks to clarify
these positions for TSOs.
