Public Services (Social Enterprise and Social Value) Bill


A Private Members Bill proposed by MP Chris White is currently progressing through parliament and will be debated at its second reading in the House of Commons on 19 November. The aims of the Bill are to:

  • encourage the development of social enterprise
  • incorporate social value into all public sector contracts.
  • Social value is the additional benefit to a community on top of the goods and services already being purchased by a public body. This means that if social value is embedded into a contract, it can then be evaluated at the procurement stage.

    The inclusion of social value into a contract is beneficial to voluntary and community sector organisations because although our sector often delivers this added value, it is not recognised or scored appropriately in tender processes. It could improve the chances of third sector organisations being successful when bidding for contracts and ensure that all public services deliver wider benefits to local communities.

    NAVCA backs this Bill and is asking its members to write to their MP to urge them to support it. The template letter below asks MPs to back the Bill and can be used as it is or modified.
