ChangeUp


ChangeUp arose from the 2002 Treasury Cross-Cutting Review of the voluntary and community sector's role in public service delivery. This highlighted the need for a strategy to ensure "a sustainable baseline of infrastructure support at local level, regionally and nationally". The ChangeUp strategy, along with £80 million for implementation to March 2006, was launched in June 2004. Its aim is to "catalyse the modernisation of infrastructure provision in order to improve its sustainability, quality and reach". In March 2005, the Home Secretary announced a further £70 million to March 2008, and the creation of a new agency called Capacitybuilders.

Destination 2014


Consultation has now closed on Capacitybuilders' draft strategy for 2008-14, called Destination 2014. The final version will be launched in July 07.

NAVCA'S role


NAVCA is a partner in the following ChangeUp initiatives:

Infrastructure National Partnership: NAVCA is a partner in this group, which advises the Government and Capacitybuilders on issues related to VCS infrastructure.

The INP has responded to Capacitybuilders' draft framework for national support services from 1 April 2008. The response (word, 67 KB) welcomes the continued commitment to providing services at national level where this is the most appropriate way to meet need, but notes serious concern about the proposed timetable and in particular the scope for improved coordination with the plans currently being developed at regional and sub-regional levels by ChangeUp infrastructure consortia.

Finance Hub : The Finance Hub works in the areas of procurement, fundraising, social enterprise, and financial management. NAVCA is a member of the small Executive Group. We have committed to the Hub so that the needs of local voluntary and community groups, and of the local infrastructure organisations which serve them, inform all the decisions the Hub makes about the use of its resources. In particular, we want to see the Hub support training for local funding advisers and taking action to fill the gaps locally where there is no funding advice service.

Governance Hub : The Governance Hub is a partnership of organisations who provide services and resources to improve the quality of governance in the voluntary and community sector. NAVCA is a member of the Core Group of the Hub. Our aim is to ensure that the Hub's work builds on the skills and experience of local infrastructure, and that the resources and activities provided by the Hub enable local infrastructure organisations to provide effective support.

Information and Communications Technology (ICT) Hub : The ICT Hub is a partnership of voluntary sector organisations that have come together to deliver a co-ordinated framework of ICT guidance, good practice, advice and support for voluntary and community organisations (VCOs), accessible at a local level. NAVCA'S particular interest is in enabling the development of effective and sustainable ICT support at local and sub-regional level. We are a member of the Hub partnership and host an ICT Support Worker (Paul Webster ), whose role is to support staff in local infrastructure organisations who offer ICT support to VCOs.

Performance Hub : The Performance Hub aims to bring together in one place the wealth of experience and expertise in performance improvement that already exists, to make this accessible to voluntary and community organisations, to help infrastructure at all levels improve the quality and quantity of support it offers to VCOs, and to work with funders and policy-makers to improve the environment within which VCOs operate. NAVCA has a place on the Hub Partners Group which steers the work of the Hub. We also host a Performance Support Officer (Fiona Martin ) whose role is to support staff in local infrastructure organisations that provide performance support to VCOs.

Volunteering Hub : The Volunteering Hub's work is organised under the themes of strategy and management; information dissemination, good practice and management development; and modernising infrastructure. NAVCA is a member of the England Volunteering Development Council, which acts as the advisory group to the Hub.

Workforce Hub: The Workforce Hub deals with: learning and skills, employment practice, promoting the sector as a positive place to work and volunteer, and leadership and management development for the VCS across the UK. NAVCA is a member of the England Committee, an advisory body to the Hub.
NAVCA is funded by the Workforce Hub to deliver two major projects:

Action Learning Matters - a national resource for action learning in the voluntary and community sector.

SKiLD - a learning project for development workers based in all local infrastructure organisations across England.
