The government recently published their response to consultation on the NHS Outcomes Framework. Following that they published the Framework itself.

Mental Health Outcomes Strategy
The cross-government Mental Health Outcomes Strategy was launched on Wednesday 2 February. Its stated aim is to improve the population's mental health and wellbeing and to improve outcomes for people with mental health problems through high quality services that are accessible to all. The strategy will enable more decisions to be taken locally, with people having more choice and information to meet their individual needs.
